In every state, mail-in ballots are sent – year after year – to Walmarts, gas stations, empty shopping malls and suburban homes where Jack and Sally departed 8 weeks ago.
Some get collected – harvested – by NGOs and voted.
How big is the problem?
Numerically in every swing state there are currently over 150,000 ineligible address/voter combos set to receive a mail-in ballot.
In Pennsylvania there are over 1,250,000. In Texas, over a million. In California over 5 million.
In every case, these addresses can and often will – receive a mail-in ballot – which the Postal Service puts aside and NGOs collect and vote the number they need to win close statewide elections.
These are the quiet, neighborhood level NGO affiliates, hiding in plain sight, funded through 5 – 15 layers of NGO back and forth funding – invisible to current relational technology.

Our team has evidence on top of more evidence from Postal workers the Post Office aggregates undeliverable mail-in ballots, puts 6 rubber bands around them and the ballots are collected by NGOs or runners later in the day – from Postal recycling bins.
If these ballots are cast (voted) – they become UNTRACEABLE with current voter integrity processes.
The ballot is a legit mail-in ballot.
The address is a real address.
The voter is or was a real voter.
Voter ID is useless – these voters have voter IDs or even if they don’t – voter IDs don’t count in mail-in balloting.
Clean all the voter rolls you want, ineligible ballot/voter combos are never discovered because they change daily and nobody has a process to validate an address.
Ineligible ballot combos are ADDRESS driven – you can clean your voter rolls of VOTERS WHO HAVEN’T VOTED IN YEARS – but the address is NEVER evaluated – and continues to receive mail-in ballots.
Today Jack and Wendy are perfectly legit to get mail-in ballots at their home.
Two weeks from now, Jack fills out an NCOA change of address form – and they become ineligible – but their ballots are mailed nonetheless – because there is no REAL TIME connection between the Secretary of State and U.S.P.S.
This is a real time problem – and it is huge.
You cannot find these ballot/voter combos by screwing around with a voter roll every year or two – you must reconcile voter rolls CONSTANTLY – against property tax rolls, NCOA rolls, legal address systems.
H.A.V.A. – the dominant legislation in this area DEMANDS voter rolls be RECONCILED with other government data. For instance, tax rolls.
That is because the voter roll tells us 5 registered voters reside at 398 Elmont Street. The voter roll tells us NOTHING about the address.
However, the property tax roll tells us 398 Elmont Street is an empty Starbucks, with no bedrooms within a block.
That is why H.A.V.A. demands reconciliation.
Nobody, and we mean absolutely NOBODY has ever reconciled a voter roll with other government documents. They still do not, H.A.V.A. notwithstanding.
Currently the Department of Justice is litigating to force at least one state to RECONCILE VOTER ROLLS WITH TAX ROLLS.
No voter integrity org, not the RNC, no Secretary of State has EVER compared property tax rolls with voter rolls. Nor DMV rolls or other government data.
That is, until the Fractal team was invited by Milwaukee Sheriff David Clarke to review the 2020 election in Wisconsin.
We compared the voter rolls – and the actual “who voted” (cast ballot) rolls with the property tax rolls and proving there was all kinds of voter roll anomaly present.

The problem is complex because voter rolls change all the time – voters are eligible today, then not so, then eligible at a different location. But the ballot does not know that – it lands at the ineligible address and gets voted – by an NGO affiliate.
This is NOT voter fraud – because in almost all cases the VOTER NEVER RECEIVED THE BALLOT. THE VOTER WAS SCAMMED JUST LIKE YOU WERE.

In 2024, 4 U.S. Senate seats were lost to Repubs due to mail-in ballots, from ineligible locations – and nobody did a thing about it.
All 4 U.S. Senate candidates could have performed a simple check of cast ballots – compared with property tax rolls and NCOA rolls – and challenged EVERY BALLOT FROM A PLACE WITH NO BEDROOMS.
“How can Billy cast a ballot if he is not legally able to receive it – because his address is an empty Starbucks?”
Think even Repubs might win that argument? – times 100,000 which is the number of such instances in EACH 2024 swing state.
Instead, the candidates ran ads – because their grifter campaign managers get a piece of ad buys.
In two of the 4 senate races their “data guys” said they had all this handled. Happens all the time.
In 2022, Kari Lake lost her governor race for much the same reason.
Then she did it again in 2024, this time losing a Senate race – the NGOs doing the exact same thing to her.
The NGOs interfere through their tens of thousands of affiliates operating from street corners across swing states.

Why are voter officials sending ballots to Walmarts?
First, it’s not just Walmarts.
Walmarts are the most colorful example – or one of them.
Laundromats are colorful too as are casinos.
When we first published the story about Walmarts getting ballots, we had a nutcase group of math guys – from Colorado – call and literally scream that we were wrong, none of this was happening.
They said they ran the Texas voter rolls, entered the addresses of every Walmart in Texas, and there were “only 46 Texas voters registered at Walmarts.”
The secret we found – and it’s a secret because it has been around for 40 years and nobody found out about these mail-in ballots to ineligible addresses until we compared property tax rolls with voter rolls – is there are thousands of locations – each with one or two or handful of ineligible voters – set to get a ballot.
There are maybe 46 voters getting ballots at a Walmart.
There are a few thousand at UPS locations.
There are a few thousand at industrial buildings without bedrooms – and on and on aggregating to over 150,000 in most swing states.

There are thousands of these address types – and each has scores into thousands of ineligibles – and some are TEMPORALLY INELIGIBLE.
That means they are ineligible today but may be eligible tomorrow – you can only see this stuff with real time voter roll reconciliation against property tax rolls or other databases – LIKE THE DMV, WELFARE OR OTHER DATABASES.
The way this scam works is nobody places 100,000 fake voters at 309 Pearson Street.
The way to play the game is to induce processes that register tens of thousands at hundreds of addresses – so there are no big pockets current tech can pick up.
Those addresses are ineligible and thus create ballot return accumulations for the U.S.P.S. or NGO runners.
The key is the ballots must be UNDELIVERABLE.
Otherwise if ballots are delivered, even to the wrong guy, and he tosses them in the trash, they are useless to the NGO.
The scam works because undeliverable ballots ACCUMULATE in two places: on mail room floors of large complexes like dorms or apartment buildings and at the Post Office.
The Post Office ones are gathered and given to NGOs. Lots of proof on that.
The mail room floor ballots are picked up by runners, usually kids or druggies, who get about $40 a ballot. They are given to NGOs, and voted for Lefties.
How bad is it?
Kansas has over 40,000 voters with the incorrect address – so they ain’t getting that mail-in ballot – but someone is.
We showed this to Kansas politicos – Repubs – and they ran for the hills. They wanted NOTHING to do with solving this potential fraud problem.
Colorado has 243,000 registered voters with the wrong zip code – so they ain’t getting that ballot either – but the U.S.P.S. has it – all 243,000.
Want to bet if those ballots are destroyed or voted?
In Utah we found people living in an auto dealership – with no bedrooms – over 20 of them and all kinds of voters in UPS and USPS locations, hotels and other places where ballots are likely to accumulate.
Alaska? Yup, same thing – we ran the property tax rolls of Alaska – compared with the voter rolls and mail-in ballots accumulate at lots of anomalous locations.
In Georgia, we brought in the property rolls of 11 counties – synchronized the 2020 election rolls with those counties and the NCOA info at the time – proving there is no way Joe Biden could have won that election. Some of those videos are on Omega4America.com.
It’s not cool to have a mail-in ballot at a UPS location.
There is a reason a ballot cannot be legally sent to a UPS location or a Postal Mail Box.
You may use a UPS location – so do we.
You are not an ineligible – so what’s the problem?
Every ballot can have 20 or several dozen candidates for office – county clerk, municipal judge, or other minor offices – and YOUR UPS BOX LOCATION IS IN THEIR DISTRICT but your HOUSE is not.
So you are voting in a district for someone you are legally not allowed to vote for – that’s why you should NOT get a mail-in ballot at a UPS location.
Get your butt to the polls, show your ID and vote IN PERSON in the correct precinct.
The main reason ballots go every year to Walmarts and thousands of other ineligible locations is because everyone – and we mean everyone is in on the scam.
Look, we published scores of videos, across 26 states, every swing state, showed the data to half a dozen Secretaries of State and every major voter integrity org.
We maintain the largest real time voter history database ever created – 2.7 billion records – with snapshots of voter rolls on different dates showing movement.
Not one took us up on making reconciliation a mandatory exercise – reconciling voter rolls with property tax, known address, NCOA and official mailing lists – to solve the problem.
The Secretaries of State just denied our findings from OFFICIAL DATA.
The Texas Secretary of State refused to cough up the state voter roll AFTER we paid her $1,500 for it – so the AG had to step in.
The national voter integrity orgs are in on it because solving this voter roll problem is super easy.
Just monitor, real time – the voter rolls all year – cross search them with the property tax rolls and the problem disappears. So would the funding for the voter integrity industry – so they sit on stupid Zoom calls bemoaning how bad things are – collecting donor money.
The team in Wisconsin saved a U.S. Senate seat by challenging addresses getting mail-in ballots.
The same team stopped over 100,000 such ineligible ballots going out in 2024 – with a probability of over 95% becoming Leftist votes.
So whether the election integrity types like it or not, the future of solving the voter roll problem is quantum speed analysis – across multiple databases – reconciling voter rolls with property tax rolls and known address data – on a computer you can hold in your hand.
The candidates won’t bring this to the fight because their campaign managers tell them to buy ads.
